  Main Functions:

  1.  To carry out guidelines, laws and regulations on eco-environment construction, forestry resource protection, forestry development and greenery land and to supervise its implementation; to carry out guidelines, laws and regulations on voluntary tree planting and greenery land; to organize and direct local institutions to draw up plans on voluntary tree planting and its implementation, to publicize, organize, inspect and honor voluntary tree planting and greenery land.

  2.  To work out mid and long-term development plan and annual plans on gardening and forestry activities and its implementation.

  3.  To organize afforestation and mountain-closure activities; to organize, coordinate, guide and supervise desertification-combating activities as well as biological measures such as tree-planting and grass-cultivation so as to control soil and water erosion; to guide the work of forest nurseries, forest parks, local forestry institutions.

  4.   To be responsible for the management of forest resources in the province; to be in charge of forest resources inventory, evaluation, dynamic monitoring, statistical analysis, to take responsibility of supervising the use of forestry resources, to develop forest logging quota and its implementation upon authorization, to manage and supervise the licensed cutting and shipping of timber and bamboo groves, to administrate forestry rights and to exam and approve the occupation and requisition of forest according to the law.

  5.  To be responsible for terrestrial wild fauna and flora conservation and their wise use; to work out terrestrial wild fauna and flora conservation directory and release it after approval; to be responsible for construction and management of nature reserves for forests and terrestrial wild fauna; to organize the work on wetland conservation; to exam and approve the import and export of endangered species and terrestrial wild species, rare trees, rare wild flora and its products protected by the national government; to organize and coordinate the implementation of international conventions.

  6.  To guide the forest industry in the province.

  7.  To work with the Provincial Public Security Department on forestry safety; to guide and supervise the work on forest fire prevention and fighting; to guide, inspect and cope with criminal cases on destroying forest resources and terrestrial wild fauna and flora; to be responsible for law enforcement in regard to forestry development in the province; to be in charge of the prevention of serious forest blight and manage the quarantine work in the province.

  8.  To guide the production of seedlings and forest fruits (dried fruits); to be responsible for the inspection and quarantine work on forest seeds and seedlings; to be responsible for the authorization of the new breed of economic forest fruits (dried fruits).

  9.  To Conduct research and propose policies and comments on forestry development in the province; to oversee and manage state-owned forestry assets; to examine and approve key forestry projects within its authority.

  10. To provide guidance to fostering of various kinds of commodity forest products and eco-forest products.

  11. To organize and guide work of science and technology, education and foreign affairs of forestry-related organizations in the province; to guide the buildup of forestry talent pool in the province.

  12. To guide the work of public institutions affiliated to the bureau. To administer personnel and staff planning work of the public institutions affiliated to the bureau according to its authority; to provide guidance to mass organizations in their efforts to contribute to the development of forestry.

         To undertake other duties assigned by the provincial government.
