        Major functions

  (1) To implement the guidelines, policies, laws and regulations of the central government with respect to labor and social security, to formulate the reform plan on the provincial labor and social security and the development planning of labor and social security undertaking, and organize the implementation.

  (2) To draft and implement the rules and regulations related to labor and social security of the province and the relevant standards, administration regulation and implementation measures; to formulate the administration measures of the social and labor security policy service consultancy agencies in the province; to conduct the supervision and inspection of labor and social security according to the law, formulate the supervision and inspection regulations and direct the supervision and inspection work of the municipal and county labor and social security organs.

  (3) To formulate the basic policy and measures of promoting the employment in both urban and rural areas in the province; to plan the development of the labor force market and establish and perfect the employment service system; to draft the plan on the reposition, basic living security and reemployment of enterprises’ laid-off workers and organize the implementation of the reemployment project; to formulate the administrative rules of the job markets; to formulate and implement the policy and measures of job-creating for rural surplus labor force and trans-regional orderly flow of the rural labor force; to formulate the relevant polices of overseas employment of local labor force and employment of foreigners; to the administrative measures of selecting and sending Chinese employees from relevant institutions to the representative organs of foreign enterprises in China; to formulate the qualification administration measures of operating foreign employment intermediary, consultation and training business in the provincial institutions. 

  (4) To implement the national work classification, working skill standard and industrial standard; to establish the system of the relevant vocational qualification certificates and formulate the administrative rules of the vocational skill appraisal institutions; to formulate the development plan and administrative rules of the provincial vocational technical schools; to formulate the plan and policy of the center of in-job technical training, reemployment training of the unemployed and laid-off workers and the non-governmental vocational training institutions; to formulate the implementation measures of preparative employment system; to direct the faculty team building of the provincial vocational technical schools and job training institutions and establish the teaching material building and appraisal system of the provincial vocational technical schools and job training institutions; to comprehensively manage the check-up of workers and assessment of technicians.

  (5) To draft the rules of the adjustment of labor relationship in the province; to formulate and implement the regulations and rules of labor and collective contracts; to check and release the standard of fixed number of workers and fixed amount of work; to implement and supervise the working hours of the enterprises’ employees , vacationing system and the special protection policy for women and juvenile; to be responsible for the policy-oriented deposition and adjustment and recommending the national labor model and assessing the provincial labor model.

  (6) To formulate the policy and local regulation handle labor disputes in accordance with laws and regulations, and formulate the labor disputes settlement system of this municipality and the rules of labor arbitration, and organize the implementation.

  (7) To draft the marco-policy and measure of the income of the employees of the enterprises in the province; to formulate the directing line and lowest income standard of enterprises; to implement the adjustment measure for trade income level and income allocation policy of state-owned enterprises operators; to check up the gross income and the supervisors’ income standard of the enterprises under the direct administration of the provincial people’s government.

  (8) To draft, implement and supervise the basic policy and standard of the social insurance covering pension, unemployment, injury during the work and baby delivering.

  (9) To formulate and implement the policy of collecting, paying, managing and operating the social security funds; to proposing the check-up advice on the budget of social security funds; to supervise the management of the social security funds; to formulate and implement the administrative rules of the agents of the social security, the authorization standard of the funds operators and construction plan of the social security service system; to formulate the management measures for the adjusting fund of the pension.

  (10) To formulate the policy of the supplementary pension and medical insurance of the government organs, institutions and enterprises and the authorization standard of the supplementary insurance undertakers; to check up and authorize the qualification of the relevant institution to operate the supplementary insurance business.

  (11) To be responsible for making statistics and providing information on the provincial labor security, constructing the information network of the labor and social security and regularly releasing the statistics, relevant information and forecast report of labor and social security works.

  (12) To organize the scientific research and promote the result and industrial development in the labor and social security field; to carry out the standardization in the labor and social security field.

  (13) To be responsible for the labor and social security management of the institutions under the direct administration of the state ministries within the authorized rights according to the relevant regulations; to conduct the administrative management of the labor of the provincial institutions; to be in charge of the pension and unemployment security in certain provincial institutions according to the relevant regulations.

  (14) To be in charge of the business and technical cooperation and exchanges within and out of the labor and social security field.

  (15) To undertake other matters assigned by the provincial government.
